incurred from this provision in view of
the delay which has occurred in setting
up the Municipality.
4. In my savingram No.935 of the
12th December, 1947, to which I have not
yet received a reply, I referred to a
certain part of the provision under Item
14. 20 of the Schedule of Rehabilitation
expenditure in respect of the Tai Lam Chung
Valley Scheme appearing to be more
appropriate for a Colonial Development
and Welfare Scheme; and I should be
grateful if you would examine also other
items in the Schedule from this point of
view, in order that appropriate schemes
may be met from the Colony's Colonial
Development and Welfare Fund allocation.
5. It is observed that page 134
of the Estimates gives a Schedule of the
Loan expenditure under various Heads, but
that details of the proposed expenditure
under subheads are shewn on separate
duplicated documents. It is suggested
that in future the detailed schedules
should be incorporated in the printed
Estimates as is envisaged by Colonial
Regulation 282.
6. As part of a general financial
settlement between His Majesty's Government and the Government of Hong Kong in respect of various liabilities arising out of the
war, including those referred to in your
despatch No.292 of the 12th December, 1947,
it will be necessary to consider the exact
